Do You Require an RFP? ESC Region XI has complied with the legal RFP process or secured sole source certification for all vendors. Districts who wish to purchase through the TEPTC program may need to sign and return the Interlocal Agreement to ESC Region XI with the district purchase orders. It can be printed from the links below. If your district is a member of the Educational Purchasing Cooperative of North Texas (EPCNT), you do not need to sign an Interlocal Agreement. ESC Region XI has signed an Interlocal Agreement with EPCNT that allows all participants in that cooperative to purchase electronic information resources through ESC Region XI. Is your district a
